fragment that drives gene expression ubiquitously. i am familiar with sur-5 so i might
use that. any other suggestions welcome.

How about rps-27 promoter? (Ref. Giordano-Santini, 2010)
It appears that the upstream gene(F56E10.1) is less than 1kb away from rps-27.
